Generally I think the problem with automatic type determination occurs
because of using national characters in source files. We have the
similar problems when adding some file full of Russian comments or
strings. Russian characters (and think Hebrew) coded with bytes above
0x7f, and file considered to be binary.
Right now I have two suggestion for you:
1. Configure CVS to work correctly in current situation.
Better way to do this is switch off both the automatic type
determination and explicit file rules on plug-in. In the same time
configure cvswrappers administration files (let me know if you need
instructions how to do this) to handle binary files (bmp, ico and so
on).
2. Help us to solve problem
a) send to us screenshot of "Filet types" property page as you
configure it now.
b) send one or several files that now added incorrectly for you.
I will change status of your ticket to "accepted" until we not solve
this problem.

I'm using CVSProxy 1.2.040426 with VB6 SP5 and WinCVS client.

Although on configuration screen of the file extensions and their types
(binary, text) the extensions where added correctly, and "enable explicit
rules for file types" is checked, all the files that are added to the CVS
repository by CVS proxy are added as binary even bas,.
