SVN:Needlock to set - How to do it automatically

Hello Our question is more related to your check-boxes in the PushOK setup
properties.

The parameter "Set svn:needlock attributed for newly added files". This
parameter need to setup for new users automatically when they start using
PushOK.

How can we ensure that this is happening?

Using TortoiseSVN and set for all project option SVN:Needlock. After this
this key will change correctly. Our plug-in support may set this options
only for new added files.

We are using PLSQL Developer => PushOK interfacing to connect to ORACLE DB.

For every check-out of the object, we need to make the parameter
SVN:Needlock to be setup automatically for every user.

Do you have any guidance on how to do this setup.
