SVN SCC API Plugin - SSL error

When using svn provider getting this error: unable to connect to a
repository at URL .. OPTIONS of https SSL negotiation failed: SSL error
code -1/1/3360328
OS: win7 32bit
TortoiseSVN: 1.8.8 32bit
SVN SCC: 1.7.13.0

Is this a configuration issue with SVN SCC Plugin or a bug?
