It is very strange behavior.
Please try to switch off "PushOk SVN Proxy properties\SVN options\Enable
online/offline background checkprocedure" property.
It must help in your case.

We have relocate the SVN Repository.
Now we can not work with the CPA1131 IDE*, it come the message \"the
servers are off-line\".
