Some files are marked as checked out, but they are not checked out by others

First, 1.3.RC2 is releaded today.
Regarding this status. "Checkout by some one else" status determined based
on "cvs editors" command. It shows which users edit this file. So, if it
return something, and you not checkout this file in consider it as checket
out by some one else.
Note please, that the list of editors is stored on server. And if somebody
check out file, and then delete project server will "remember" that files
is edited, until admine or this user releases this state.

In our Powerbuilder environment we just evaluate the Software. Somtimes
some objects are marked as checked out by another. But the are not checked
out by anoher developer/user.

Are there any hints or workarounds or fixes?
