These options will be accessible as soon as CVS Proxy plugin will know at
least one server (it's CVSROOT). That is because these options are
individual for each server.
It is more correct to use to these properties from the "Bind to CVS
dialog" which appears for example on "Open From Source Control " or "Add
to source control operation". You must fill the CVSROOT field and press
"properties" button.

I'm trialing your CVS Proxy plugin and don't seem to have the server option
tab enabled in the configuration. Is there something I'm doing wrong? or is
this disabled with the trial license? We would like to start to use this as
our company sc system if it works and so would appreciate a prompt
response.
