SCCI documentation to use CVS Interface directly

Currently our plug-in expose standard SCC API which is under Microsoft
NDA agreement (at least it was). Sure you can use it if you obtain it
somewere.
However in conjunction with CVS it is much easy just automatize things
directly spawning the cvs.exe (client executable). Our plug-in is only
wrapper on that executable. Help for mentioned executable are
available at the web, or also can be found with plug-in installation.

programm to get the software modules out of CVS and install them in the
correct environment.

Is it possible to directly access the SCCI Interface of the CVSSCC-DLL and
if so, do you have a documentation of the inferface?
