Why is it not possible ? You can read the property - if it's not there,
assume that the file should be left untouched.

I am sorry but It is not possible.
If you want not controlled folders, please put into it ".PushOkRWMon" file
with "tree" text.

Wow thanks for the fast response. It works, but I wonder the inverse is
possible, where we could select folders we want to be controlled and have
'not controlled' as the default ?

Please download patched file.

Unzip to overwrite existing. Then launch existing service and stop it. Then
overwrite and the press "Clean cache".

This version of PushOkRWMon enables selection of folders which will not be
controlled.
For it there are two ways :
1. For SVN and CVS
Creation of ".PushOkRWMon" file inside a folder.
It may contain "tree" or "folder" text.
"folder" - Only this folder will be skipped. ( but subfolders will be
controlled )
"tree" - All folders tree will be skipped. ( this folder and all
subfolders will not be controlled)
2. For SVN only
Creation of folder property "PushOk:RWMon"
It may have "tree" or "folder" value.
"folder" - Only this folder will be passed. ( but subfolders will be
controlled )
"tree" - All folders tree will be passed. ( this folder and all
subfolders will not be controlled)

Would it be possible to make the configuration for PushOkRWMon.exe to be
able to select folders (or at least filter on folders) ? We also use
subversion for data only want PushOkRWMon to work on source files.
