The user had the plugin on a separate machine, and now that too is
prompting for a user/pass every minute. The user is able to open a file in
Tortoise using the same username and password.

There is 1 file in the %APPDATA%\Subversion\auth folder.

Please advise.

Does the server accept your username and password? You can work for some
time and then have to enter the data again?

Authentication is performed mostly by Subversion. We just provide a
callback that displays a dialog box and asks for a username and password
when SVN requires it. By default Subversion caches your authentication
credentials on disk (in the "%APPDATA%\Subversion\auth" folder), so that
you don't have to continually re-enter your password for future operations.
Please check that the cached data appear on the disk.

Please also make sure that you have correctly specified the username in
your IDE settings. The plugin uses it as the default, for example, when you
reopen the IDE or when you open a project from the source control.
