Even at 0 seconds the dialog fails to show and Visual Studio just sits.

If I open Proccess Explorer I can see the cvs activity and if I wait long
enough it completes.

By default plug-in configured to show this dialog with delay. This
controlled by plug-in option "Show progress dialog for operation longer
than..". If you set this value to zero it will be shown immediately. But
as side effect you will see it even for very fast operations.
Please re-open this ticket if you'll find that option does not work as
expected.

When performing a Get Latest Version on an Entire solution the progress
dialog does not come up immeditately.
