PowerBuilder + SVNSCC 1.7.13

We need to push ok to upgrade to the latest version.
We tested the version 1.7.13 and found problems, the same problems of the
ticket "PowerBuilder issues with SVNSCC 1.7.13".

1) PushOK stores a list of checked-out objects in file "pushok.svnscc",
which is stored within every .svn folder. Using SVNSCC 1.7.13, checked-out
objects continue to be saved in "pushok.svnscc"; however closing then
reopening PowerBuilder DELETES this file. This causes objects formerly
marked as "checked out to you" to appear as "checked out by another".

2) When we reopen powerbuilder pushok redownload all information, this
takes a long time and making the job really slow.
