Fixed in new version 0.1.040625. This is was problem with status defenition
when files have spaces in their names. Thinks this is your case

I have been testing SVN proxy with Protel DXP 2004

When I try to add a project to SVN, although I check all files in the list
of files to add, only one will be shown in the IDE's file list as having
been added.
All the other files behave as if the have not been added and cannot be
added individually.
If I check using TortoiseSVN, I can see that all the files have been added
but the Protel IDE will not show this, even after restarting the IDE.

CVS proxy works correctly with Protel.
