Fixed in new version 0.1.040625 (Betta 2).

SVNProxy will not run on recent WinXP systems, because msvcr70.dll is
missing. Copying this DLL from another machine to %winsysdir% solves the
problem. This probably occurs only on machines which have WinXPSP1
pre-installed.
