Impossible to enter user name during initialization of SVNSCC Proxy

Basically user name should be configured in IDE. Usually by default is
the same as PC user name. SCC API designed in way, where user name
_should_ be submitted by IDE.
So, if we allow to change user name in plug-in this will have effect
only in current session. Since next time IDE again submit the same
user name.
As the result we follow this logic:
1. If IDE submit user name you should change it in it.
2. If IDE cannot do this (like VB) it submit NULL as user name and we
_allow_ to change user name in plug-in.
So, just change user name in IDE.

I've tested the proxy with Matlab, which supports the SCC API. During
initialization of the source control system (directly after Matlab starts)
the login dialog is presented. The user name is disabled so entering it is
not possible. Only the password edit field is enabled.
