Yes, that's a good solution. It's unsafe, but we can continue to work.
The phrase sounds good to me, I would only write 'checkout' in one word

Ok, I am understand you. I also work offline, and even this not safe I
switch these options sometime. I suggest make one additional option:
"When offline, ignore incompatible check out options" (you can suggest
better phrase for this)
I.e. when you online "safe" rules are in effect, when offlline they
will be ignored. Option will be switched off by default.

No, it is not safe, but I have no choice.
When I have no connection to the CVS server and I must work on the code, I
must switch off these two options, otherwise I can't work on the code...
Visual will not let me to do a checkout.
A popup saying me that I'm offline and that these two options will be
desactivated will save me the time to manually switch them off, and when
back online, a popup switching these two on, so I can't forget it!

Options, which are incompatible with offline are:
* update files before (checkout|undo checkout)
* reserved checkout mode
(total 5 options, 2 are switched on by default (binary files))
If you use these options when you online, do you consider that it is
safe switch them off, when you go offline? If safe, why to use them when
you
online?
So, since plug-in already detects online/offline state it is not hard
to implement what you suggest. However, I need to have more motivations why
you need this.

Because several of our programmers are working at home, the connection to
the CVS server is not always there.

Each time, we must change the configuration to desactivate the options not
compatible with offline mode and when again connected we must reactivate
these options (with the risk to forget about it!!)

A feature could be a popup when sensing if server not connected to switch
automatically to offline mode, deactivating automatically the options not
compatible with offline mode.
And another popup to switch again back to online mode when server again
connected (with automatically activating the options again)
