Existing CVSNT file not recognized...receiving "Newly added file"

Changed read-only flag to 'write' but no difference. Do you understand my
issue? Perhaps it has something to do with the missing "*.vssscc" and
"*.vspscc" files.
The projects weren't originally creating using SCC. How do I create these
files with existing projects?

Check file properties, please. Have it read only option or not when it
check out/in.

PushOk CVS NT SCC plug-in version 2.2.0.6
CVSNT 2.5.03 (Scorpio) Build 2382 (client/server)

File does exist in CVSNT repository but the plug-in reports file as "Newly
added file". Not sure what to do. The file is considered committed and
locked by TortoiseCVS.

Also, for each project there is one of "*.vssscc" or "*.vspscc" with Change
type of "File not available".

Otherwise all files are checked in fine.
