Enable file removing monitoring removes file instead of monitoring.

This is VS 2005 feature, on saving files it first delete file and then
creates it again.

This option was created for compatibility with old IDE which couldn't call
SccRemove() function and files deleted from project have not been deleted
from repository

VS2005 is "smart" IDE and may itself call SccRemove() function if
necessary, that's why this option should be disabled for correct work of
VS2005. More information you can find in Plug-in's help (it is in the
plug-in folder)

I enable the option "Enable file remove monitoring" and then I check out a
file. I enter a simple comment in the file and check it back in. When I
check it in it gives me the window in the attached file. Why does it think
that I am removing a file when I only made s small change and tried to
check it back in?
