Actually this was just the problem with CVS NT client. We use its new "-x"
(strict lock) option for "cvs edit". But it just show warning but not
prevent edit. As explain author of CVS NT it will prevent further commit
(check-in). I.e. only one use will be able to check-in file. This is not
fully correct.

In version 2.0.1 we make the fix for this that will. Later author of CVS NT
promise to fix this in client also.

I mean we'd like to use CVS with reserved edit checkout mode.
After one user checked out (requested reserved edit) on a file,
an other user tries to check out the same object, cvs sais "denied",
but we can see an exclamation in the solution explorer beside the object.
So cvs plugin thinks that the file was successfully checked out.

Concurent checkout doesn't work because we can checkout a file more than
