CVSSCC does not do 'cvs remove' for deleted files

Only one additional comment, we make "background" deleting monitor for
our another product "SVN Proxy". I think we will backport this for
CVS. In brief it "dectect" when file deleted from disk, and if it was
controlled it ask to delete it from CVS also.

Files added into VS project are correctly added into CVS repository, but
files deleted from the project are removed from visual studio project file,
deleted from disk but not removed from CVS repository. So after 'cvs
update', or after fresh sandbox is checked out, they are back.

(This bug might have the same root cause as the one described in ticket
'Deleting a project does not update solution file')
