CVS SCC Proxy - deleteing file when I make a change in the IDE

You partially right, the reason why delete window appears is that IDE
(not we) deletes and creates new file instead of modifying. There are
some work around about this, like if we detect delete and then file
creation lets consider this as modification. But the issue with the
delay, which delay is right for this? Any will may cause problem.
Small - false responses, large - ignoring of deleting.
Entire delete monitor and rename monitors are work around on fact that
IDE not want to use Rename and Delete functions build-in into SCC API.
That's why both monitors designed.
Regarding your issue:
1. It appears only in VS 2005
2. VS 2005 now _can_ use delete and rename functions when plug-in is
SCC API 1.3 compatible.
So, for now you can leave all as it is and answer "no" when window
appears or switch it off.... And wait while we release new plug-in
compatible with SCC API 1.3. This should be done on one month or less.

Yes, version 2005. After further review I have come to the conclusion that
your logic for editing a file actually deletes the existing file and
replaces
with the same exact file. This is why the notice pops up asking if want to
delete from CVS. I have found the setting to not notify me of deletes. I
am
concerned however if I really want to delete a file from the CVS
repository.
Can you please confirm that my assumptions are indeed correct.

When i make a modification to a file in my IDe i get this pop message
saying:

CVS proxy detected that following files inside the project was removed.
Should this remove will be applied to CVS". Please help me, this file
should not be removed and was never deleted, i only made a change. I need
to make a decision for my team to move forward with your product, and this
is the main factor in my decision.
