CVS Proxy (1.2.040416) connects to pserver using repository path converted
to upper case letters when configured to not use external cvs program. For
example, if connection string is :pserver:user@server:/cvs_path it will try
to use /CVS_PATH as repository. Changing cvs program to use to WinCVS's
cvs.exe solves the problem.
