Update: Some users can see other checkouts, but some cannot. Those who
cannot, can still see that files have been changed after they have been
checked back in, so it seems to be an issue with the checkout notification
only. In VSS, as soon as one user checked out a file, everyone else could
see that it was checked out. With PushOK, some users cannot.

We're using PushOK 172 with a 162 repository, and users are not seeing each
other's checkouts and are able to overwrite.
