Cannot add MS Access project to repository

Plug-in version 1.3 is tested with MS Access and known working fine.

I created a repository and then deleted it and recreated it. I also
deleted the local scc and _svn files. I want to add the MS Access project
to the repository. When I open the Access database I get an error:

Another user has placed this database under source control and is the only
person who should work with it. Source code control features will be
disabled. Then I have no option to add this project to the repository.

I have tried installing, removing the project from the repository (but not
the whole repository as it has other projects). I specifically did not
enable the read-only checkout on the new installation.

How do I correct this so I can import the project into the repository? How
do I turn off read-only checkouts globally?

I am using the latest version of the proxy (1.1.7) and subversion 1.1.4 on
the server side.
