This is CVS server error, and I not know exact reason. Based on error
message I can say that this is some permission problem on server file
system. Entire CVS repository folder should have right permissions for
all users who access this repository.

"cvs [server aborted]: cannot write .../CVSROOT/val-tags: Permission
