Thanks this resolved it and pointed out my confusion.

I had installed SVNCOM 1.6.0.0 not *SVNSCC*.

After installing SVNCOM 1.6.0.0, when I try to open a VS2003 project which
is bound to SVN it brings up a message;

The project appears to be under source control, but no source
control provider is installed on this computer. Source control integration
will be disabled for this project.

I had already installed tortoisesvn 1.6 which works fine, but working
copies have now been upgraded to 1.6 format so can't easily revert to
SVNCOM 1.5.

I tried reinstalling with the "Repair" option but no difference.

I was previously running SVNCOM 1.5/tortoisesvn 1.5 without a problem.
