"Cannot rename file" Permission denied error when checking-in

I think it's okay now.
It still displayed the error after I installed the newer CVS version, but
then I manually removed the read-only flag of the files in question and it
started working.
I will open a new ticket if the problem returns. Thank you for your help.

Everything was working great with only one user using CVSSCC and CVS in
general.

This is what happened:

A second user (User B) has checked out the project User A was using.

User B checks out a file, makes a change, checks in. No problem.

User A checks out same file, makes another change, tries to check in and
gets the following error:

cvs [server aborted]: cannot rename file
F:/cvsroot/SMSWe....................................../,filename.aspx.cs
to
F:/cvsroot/SMSWe....................................../filename.aspx.cs,v :
Permission denied

Both users are using SSPI authentication. They are both domain
administrators. I have made sure that USER A has full control over entire
CVSROOT folders.

CVS server is on Windows 2003.
USER A is on Windows 2000.
USER B is on Windows XP.

Any ideas?
