We have corrected your problem.
Please try new DLL.

The cvs.exe that was shipped with the CVSSCC Proxy was version "cvsnt
2.0.51a". I used another copy of cvs.exe which was a newer version
"2.0.62.1817". I changed versions attempting to resolve the problem I was
having.

To clarify the original problem:
On an existing project (which is already a module in CVS), if I were to add
a new folder in VS.NET using the Solution Explorer option to add a new
folder, and then create a new file under that new folder, that's when I get
this error.

I hope this helps clarify the problem.

Plug-in make the mistake at check of existence of the module in
repository. It thinks that module exist and not creates it. The reason for
this mistake, probably, in use of a file
C:\Program Files\TortoiseCVS\cvs.exe.
why you do not use cvs.exe shipped with installation? At least which
version of cvs.exe it is?

When I add a new folder in my VS.NET solution and added files to the new
folder, the folder and contents are not added to CVS when I attempt to
check-in the changes. An error is displayed (attached). I noticed that
the CVS directory is created under the new folder, and the only contents in
the CVS directory is a pushok_base directory (which is also empty). The
standard CVS files are not getting created. Is there a problem with the
check-in function where it isn't creating the necessary files in the CVS
directory (located under the docs directory)?
